A remodel should fix the base, the drainage and the structure, not only the look.
The shell, finish, coping, deck, equipment and drainage are checked one by one, so repairs are not mixed up with upgrades.
A pavilion, kitchen or fire pit works better when its spot is picked before the old deck comes out.
Doors, steps, pool edges and the lawn need levels that drain and are comfortable to walk on.

Questions
Yes. The city’s Building Division issues a Pool/Spa & Barrier permit through its online portal. The application includes a sealed survey, a site plan, the pool’s depth profile, the bonding and electrical plan, and the fence and gate details.
At least 10 feet from every property line, and that includes the equipment and the deck. Pools go in the side or rear yard.
Only if it is within 2,000 feet of the river. Those lots are reviewed under the Metropolitan River Protection Act, and a pool permit there needs a River Corridor as-built survey and a Hold & Release affidavit.
Specimen trees need written permission from the City Arborist, and each one removed is replaced. On a developed single-family lot that means hardwoods and softwoods 32 inches across or more and flowering trees 12 inches or more. Pines are not counted.
